that need ak celebrated learning, you know? and the students who have the most challenges and so i know that we have many teachers and the relationships, and with the tsa teachers they do not say and they stay in the world of education, but they are not particularly seen in the classroom, which is what i think that we need help with too. and where we looked at our human resources and i think that i spoke to mr. bush man about this, and it was. we looked at these and it is different if they had it down, but we don't have it down and i don't think that they have it down really. so i think that is why we are going to give them a grant and i mean, that i think that 32,000 is a minimum investment and a small investment to see how we can collaborative and i think that we should be collaborate and i know that you are doing this and i will just say this with the labor partners because they are

listening to the membership of the teachers and what keeps them there and the longer they say why would they not stay and those are the main and i think that they are hearing it on a constantly daily basis. and so any way, those are the concerns that i have about this, but thank you for the explanation. >> yes, thank you. i just want to remind the commissioners that we appreciate the feedback, this is part of a grant. that is being externally funded. and we currently invest lots of money in many different ways of supporting human capitol especially the teaching force in san francisco and so i want to make sure that the context is set that we are not foregoing all other types of professional development, or retention strategies, is this one of a portfolio strategy that the board is clear with us and we want to be innovative and be sure to find what is working. and use it, and we are very, very happy to be working and

very closely with our teacher's union, and in the urban teacher residency program, for example, where we spent hundreds of thousands of dollars and don't have the retention there either. i don't think that anyone has figured this out which is why we want to be innovative and explore all of the possibilities that we can around the retention of the teachers, they are critical to us and i want to be sure that we keep this in context. >> commissioner wynns? >> thank you. >> okay, so no surprise, i have tremendous conflicted feelings about the teacher america. but my main concern today not just about this and i don't just mean about today, i mean, right now, what is going on in the country, is we see the pervasiveness of not only the teacher of america but a number of other organizations that are

frankly araid around the privatization strategy and around the anti-untonight strategy, and i, so i... and so i understand, and this is the problem. i mean, we were pretty clear that when we were seeking, which i as you know and i am totally behind and whatever i can do. i want to do. are changing our work related to private funders and helping them to support the work. but we were really clear that what we wanted them to do and the deals that we were going to make with funders was to support the work we want to do. in line with our philosophies. and yet, we see a lot that we have private funders and i don't know that these are among them but the private fundsers who say, we are going to give you this money but spend it on what we want to you to. not what we want to. and so, i have some concern about this. and so this is part of the it would be happy to give you

money to privatize your schools or your professional development or whatever else. and so i have grave concern about that. and so i am, going to vote for this, again, and it is a small amount of money it is a one year deal but i am not interested in a spectacular different results and i want to echo what commissioner fewer said, you know, if we were to say out there in the world of education, you know what? we have a contract with tsa to help us with teacher retention and, people roll on the floor laughing because that is their biggest weakness. so, we need to, i am going to do it on the condition, not that you necessarily need my vote. but the only way that i will support anything like this in faout thank youer is if we have a comprehensive report about all of the, all of the teacher america impacts on all of the schools in the district, as you

know, i have recently, raised the issue about certain schools, where they are and by the way it is not a secret. because teacher america tells all of the graduates and all of the funders and the public this. what we are doing is getting ourselves into all of the parts of the school districts. we want to take over this and take over that. and there are schools in our district where there are administrators and teacher of america graduate and they are biased in favor of teacher of america graduate and they go to events where they say, okay, teacher for america graduates now that you are an administrative positions we want you to focus on hiring teach for america interns and so i want you to tell us how much of that we are we have in our school district so that we can know that it is not just a sort of silent creeping take over if we were going to do it, somebody is going to have tell me, that we want to have this company do this for and yous

that for us and in that case i will vote against it. >> smr superintendent. >> again, commissioners we appreciate your feedback. i want to remind the public, that the teacher of america teachers are pems members of the union, and they are members, and i also want to be really clear about what the commissioners are asking us to do. and so are we being directed, and i want to clarify to do a teacher analysis in terms of students learning? in terms of added value for each teacher and have a comparison of all teachers and how they have been able to increase student achievement? and i think that goes contrary to what we have publicly stated that we don't use the test scores to evaluate the teachers per se. but, it is slippery slope here and i want to be clear about what we are being asked to do because we will do the pleasure

of the board. >> can i respond to that? >> i am not asking for that and i understand that what i am asking for, i can only have if the majority of the board is in favor of that. but i suspect that the majority of the board is in favor. what i want to know is a review of all of the contracts that we have with the teach for america, further i would like to know how much administrators and how many teach for america teachers and other staff people that we have in each school. which will tell us what the profile is, of those teachers in the schools that have teach for america graduates as administrators. or a departments that have it. i am not asked for that, i don't know what, you know the board may want to discuss this whole issue. i am only say that this is something that i would like to know and i think from our earlier discussion, that there is consensus on the board that we would like to know that because when i raised that issue before, there was and there were other members of the

board who said, yeah that would be good to know. >> commissioner murase? >> i would be interested in the kind of data that she has asked for but i want to remind my colleagues that there was a committee meeting last year, twr (inaudible) presented a lot of very detailed data comparing teach for america teachers performance with non-teach for america teacher performance and the results were similar and you could not say that the teach for america was a silver bullet and what was pointed out to us by solomen was that one of the differences was that it provides first year teacher training and coaching. and so, what i would like to ask is, given the concerns that are expressed by my colleagues that we have a report, in the same perhaps in the personnel committee of this program of mlk and included in the compile of the best practices for

successful talent management, i would like to see, what things can we learn that is successful, in terms of retention and including a bigger investment in first year teachers and coaching because these are the elements of successful teaching and teacher training. so my request is that a report on this program, on this contract, be made at personnel community in the spring. >> you are saying that you would like direction from the board at that meeting. >> right. >> and i want to be clear and i want to thank commissioner murase which you stated about the comprehensive support of the teachers get there teach for america is part of what we want to learn and that is exactly the type of thing that we want to learn and we are a learning organization and we are not going to be exclusive are ininclusive of any one approach. >> could you make a note of

fix. until they do that, on their own, i just don't want to contribute to them helping us, in this regard. i don't think that they can do it better than we can do it. and i think that we here have the talent to figure out how to help ourselves. and how to help mlk. and i'm actually pretty frustrated with bringing in outsiders to help this particular school which i believe we can find our own talent to do that work. and if we need to put people focused on it, i would like to see us provide that dedicated talent to that particular site and that leadership team. and if we need more time, on working on that, i think that i would like to see us do that and work towards that.

i don't want to give teach for america our money to do what i think that they already need to be working on on their own and when they get it together, then i will be more than happy to entertain a package of how they can help us do some recruitment and retention, teacher refencing for a school like mlk. which i believe is highly specialized needs. and i don't believe that teach for america is that organization, i think that it is sfusd, and i believe that we are that organization. and one year, it does... i think that is the slippery slope for me. because, i just think that it will be easy a year from now, to have a different perspective. and they will be in our schools and it will be a lot easier just to keep it rolling. and i am hopeful that if they happen to get this contract, that we will be utterly super

earlier in the meeting so we are going to move on to item s. and i was hoping that we could set a record and end this meeting at 7:30, but that is not going to happen, so i want to remind everybody that we could be done by 8:00. and so that said, dr. murase report from the ad hoc committee from august 14th? >> thank you very much. we had five informational items. and we looked at first, the areas of the city with the lowest coverage test scores, and actually, there are a lot of rumors about who takes advantage of ctip one and moment priority and what we found is that actually of those who used this, and for which to the one preference was use and 44 percent was key and 44 percent were african american and so we are reaching the

minority families through that preference and so secondly we looked at the trends and the enrollment trends are very positive and we have many more kindergarten families applying to our schools and a very surprising statistic was that we have managed to keep 500 more high school students from either dropping out or rebeating a grade and so it is really very positive news in terms of student retention and secondly, we looked at the enrollment forecast, and third, we looked at middle feeders for bryant elementary and again, webster and because of the closure of the isa middle school, they did not have a feeder school. and the proposal, from staff, is to allow for just the transition year, and the ability for bryant and webster

fifth graders to elect their own middle schools. and so that is the proposal. and we heard an enrollment update and talked about the future meetings. and i just for the interest of those who are in the enrollment cycle currently, i just wanted to point out that students who did not attend the first three days of school were withdrawn, openings were filled, from the wait pool and the wait pool process will end on friday, september 6th. wait pools will be dissolved and no transfer period will be implemented, however, requests for spring transfers will be accepted. beginning november 9th. >> and also another big day in fall, is our public school enrollment fair, on saturday, november second. and our next meeting of the student assignment ad hov committee is september the 11th.

>> superintendent, i just didn't, there was a bit of chatter, could you say the date for the committee? >> september 19th. not next week, it is postponed from next week to september 19th. >> thank you. >> thank you, president, this is a reminder to all faculty and staff because we know that all students, already live in san francisco, and but, just a reminder that e bay bridge will be shut down tomorrow. and so, we are going to remind folks that tomorrow evening the bay bridge will be shut down and so start making your plans to get here school will be in session on wednesday, thursday, and friday. and again, we know that all students already live in san francisco and that is not a certain but for the staff members a commute, but we want to just remind you. >> thank you, superintendent. >> commissioner haney do you have a report from the rules committee? >> i will give it a shot. after checking with the members about what exactly occurred.

>> and so it is pulled from the rules policy and legislation committee on august 21st. we heard a legislative overview, and heard a bit about the latest with the lcsf and the budget and the next steps and some of the conversations that are happening at the state level and an update on the bills and a number of them were signed and we were happy about that clearly because of the power in sacramento. and i number of others are considered and we are putting out alerts and letters and stufp and continuing to follow up on those. and we then had a number of board policies that were heard and that is where the conversation was figured out where the next steps are on those. and we pulled the board policy 4040 so that was not heard. and there is additional questions that are being addressed. and it is going to come back to rules. board policy 5166, 1342, and 6173, and 1220, all of those will come back for the first

reading, i think that it was our understanding of the next step and there was a lot of conversation in particular about board policy 1220 that relates to the citizen advisory committees and the resolution of that in the next step is that we want to have that policy more in line with the policy that we already adopted around advisory committees and so, making sure that it reflects, the way that we want our members to be appointed to the committees and so, right now, we are having our folks, and our staff put together a policy that reflects that and so that is the neblgt step and we will have that come forward in the first reading and i think that it will change the way that the folks are appointed in particular to the qtea and oversight committee. that is my best to answer the questions if people have them. >> could i just clarify what you said with your permission? >> sure. >> only because we actually, and the only thing that you mentioned that i just wanted to highlight is that the board

actually what we discovered when we started talking about this and beginning to is that the board policy 1220 is comprehensive and gives the staff a lot of direction about what we want in terms of the composition of our advisory committee and how it should be appointed and there are a few that either because they are mandated under the law or because we created them in the board policies, diverge from that, some what? that my understanding of our discussion at the meeting was that we directed the staff to sort of figure out how do we in the cases where it is not contradicted by a mandate of some sort, is to try to get more in line with our own policy because once we reviewed it in more depth it actually gave the guideness that all of us said that we wanted at the previous meeting about the qtea and so the path is one of those that sort of diverges right now and so i want to talk to williams about that and i have motioned to her and we will be

talking about that. and thank you for letting me clarify that. >> and if i may add to your commentary. >> and also many of our committees that actually did not follow that policy that we already have created, were done, really right after the election cycle. and so, that in understanding it just to give an appointment policy for the supportive committee to something that was passed right at that time and we could really get the work up and rolling and running. and we found that they didn't, meet the standard of our own board policy and so again, as the staff has now been directed to look at the board policy and hopefully going forward we will follow it on the hills of an election cycle in creating the committees. >> to add one thing that i should have included as well. it is not just about the appointments and another thing that we discussed was the term units and making sure that we have term limit and that we are

notifying the people on the committees who will need to step off and have the new appointments. >> remember that we just because we actually know that we have at least one advisory committee appointed by board members with a lot of vacantcy and it will by the time that all of people who are chosen today are notified there will not be a quorum and there will be fewer members than constitutes the quorum and so we asked the staff to help us to provide us with the names of people, and that might be interested or places that we might go to look for appointee and actually, it will be good if the staff were told, in those departments that we are looking for appointtees so they can help us with their knowledge and experience. >> and as, and in specifically the bilingual council and so anybody who is listening and wants to be appointed we are looking for people. always for all of our committees. but in particular we would like appointment for that.

>> okay, yes, dr. murase. >> i wanted to announce that on september 9th, the curriculum and program committee will be meeting, we are going to go through the standing item moving forward on the waiver and just an update at the committee. and we will be talking about human trafficking as an issue, and jrotc, it was a review done in 2008 of curriculum issues and so we will have a discussion of that and so i just wanted a clarification and we will be talking about the apg resolution on that committee meeting? >> yeah. >> okay. >> and then, one of the clarifications, because, your resolution, i believe was founded into the discussion that we are going to have of the committee of the whole on the third and it was referred to appointing to the whole and not the curriculum committee? >> yeah. >> and that is... that was not
